Gov. John Kasich appointed Charlotte McGuire to the State Board of Education in 2016 to represent Butler, Darke, Miami, Montgomery and Preble counties (District 3). Charlotte earned an elected position on the State Board in 2018 and is eligible for re-election in November 2022.

Born and raised in Memphis, Tennessee, during the segregation era, she considers herself a committed voice for the success of Ohio’s children. Charlotte’s parents told her, “Education is the key to your success.” The first college graduate in her family, she earned a Bachelor of Science in business administration from Central State University, Wilberforce, Ohio. She also studied public administration at the University of Dayton.

With more than 40 years of government and nonprofit leadership experience, Charlotte has worked with others to enrich the lives of the homeless, elderly, youth and families. Formerly, she served as community affairs director for the city of Dayton; president and CEO of the Senior Citizen Center of Greater Dayton, Planning Service Area 2; president and CEO of Project IMPACT Dayton; and project director of Reclaiming Futures, Montgomery County Juvenile Court. Reclaiming Futures was a juvenile justice reform initiative of the Robert Wood Johnson Foundation for which Dayton became a national model.

Charlotte serves on the Montgomery County Mentoring Collaborative Advisory Board and the Dayton Metro Library Foundation Board. She also has served on the Southwest Ohio CARES Mentoring Board, Montgomery County Drug Abuse Task Force, Head Start Board of Directors and American Red Cross Emergency Resource Bank Advisory Board. She has received many community service and leadership awards, including the recent Mercy Manor Jean Foppe Visionary Award for her work with Church Women United to offer transitional services and spiritual support for homeless women overcoming various challenges.

With support from local foundations, she and her husband, Arthur McGuire, Sr., launched the Excel Afterschool Program that engages parents to help elementary students improve school achievement and attendance. The McGuires are affiliated with the Miami Valley Women’s Center, Dayton Right to Life and the National Center for Urban Renewal and Education, a Washington, D.C. policy think tank. Together, they founded and lead Joshua Christian Ministries, a nondenominational church.

Charlotte and her husband have been married for 45 years and have two children and two grandchildren.
